CAN WE AGREE ON EVERYTHING EXCEPT THE SIGNING OF THE PEACE TREATY ITSELF?

Following the initialing of the peace agreement on August 8, meetings between delegations from Azerbaijan and Armenia have become increasingly intensive. The first round of these discussions took place in Yerevan and Istanbul, with the next scheduled to be in Baku. The parties expect future meetings to be even more comprehensive and to include broader participation. Does this indicate the start of new regional norms, or is it just another step toward signing the peace agreement?
